Entrevista: Paulo Haddad (Pará Negócios)

Muitas foram as mazelas cometidas na década de 70 nos projetos implantados na Amazônia. Porém, hoje, as empresas não só se preocupam com o mercado, que exige boas práticas de seus fornecedores, como também demonstram uma consciência de responsabilidade social. A declaração é do economista Paulo Haddad, ex-ministro do Planejamento e da Fazenda, que nesta entrevista feita pela assessoria de imprensa do Instituto Brasileiro de Mineração (Ibram) antecipa parte da palestra que fará na 2ª Conferência de Responsabilidade Socioambiental da Amazônia ? Mineração Sustentável, que o Ibram promove em Belém nos dias 19 e 20 de novembro, no Teatro Maria Sylvia Nunes, na Estação das Docas. Consultor de organizações privadas, nacionais e internacionais, como op próprio Ibram, Haddad fará a palestra de abertura do evento, sobre ?A mineração e o processo de desenvolvimento sustentável?. A seguir, a íntegra da entrevista. Como você vê hoje a relação entre mineração e desenvolvimento sustentável? Como um processo evolutivo. As grandes empresas mineradoras consideram, crescentemente, que são socialmente responsáveis por investimentos que contribuam para o desenvolvimento das regiões em que se localizam, em termos de um conjunto de três objetivos complementares: crescimento econômico sustentado com geração de renda e emprego, eqüidade social na distribuição da riqueza produzida e preservação e conservação dos ecossistemas. Existe toda uma legislação para a questão ambiental da atividade mineral, mas não existe uma legislação específica para a questão social. Isso impede que as empresas cumpram seu papel no que diz respeito à sociedade? De forma alguma. Tudo depende da qualidade técnica e do nível de conscientização dos dirigentes das empresas mineradoras, assim como das pressões e das negociações que advêm das lideranças locais nas áreas de influência dos seus projetos de investimento. Ainda no que diz respeito à mineração e desenvolvimento sustentável: entre os erros e acertos dos projetos atuais, existem mais erros ou mais acertos? Por que? Nos anos 1970, as mazelas sociais e ambientais prevaleceram na implantação dos grandes projetos de investimento em mineração, particularmente na Amazônia. Atualmente, por força dos mecanismos de comando e controle, das exigências dos países importadores e da própria responsabilidade social das empresas, os benefícios líquidos têm sido altamente positivos. A partir de quando as mineradoras perceberam que não bastava olhar apenas o lado econômico do projeto e sim saber também equacionar o ambiental e o social? O que ocorreu para que as empresas passassem a ter essa consciência? Michael Porter diz que muitas inovações ocorrem nas empresas quando o mercado se transforma e novas características e diferenciações do que se produz são exigidas pelos países compradores. Os países desenvolvidos preferem não comprar de onde se destrói os ecossistemas e se emprega mão-de-obra infantil ou semi-escrava. De que forma os projetos minerais acabam levando desenvolvimento para as regiões onde se instalam? Existem dados comprovando esse grau de desenvolvimento? Os municípios que consolidaram projetos minerais na sua base econômica têm elevados índices de PIB (Produto Interno Bruto) per capita e de desenvolvimento humano. Os benefícios desses projetos para as regiões em que se localizam vêm pelos efeitos multiplicadores de emprego, de renda, das compras locais e do aumento da base tributável (CFEM – Compensação Financeira pela Exploração de Recursos Minerais; VAF ? Valor Adicional Fiscal; IPTU ? Imposto Predial e Territorial Urbano; ISS ? Imposto Sobre Serviços, etc.). O outro lado da moeda: o que fazer para que a atração de pessoas de outras regiões, levadas pelo sonho de um emprego e de uma vida melhor, não acabe se tornando um problema para a região onde se instala o projeto? Muito pouco, desde que se queira respeitar as liberdades individuais. O problema torna-se mais grave quando os grandes projetos de investimento em mineração se instalam em áreas com elevados índices de desemprego e pobreza. As soluções para esse tipo de problema nascem de um bom processo de planejamento de médio e de longo prazo a nível local, endógeno, de baixo para cima. O uso adequado do excedente econômico e fiscal gerado pelos projetos constitui peça-chave neste processo. Qual o papel das mineradoras, do estado e da população no processo de desenvolvimento sustentável da mineração? Os problemas econômicos e sociais que surgem na implantação e na operação dos grandes projetos de mineração em regiões menos desenvolvidas são tão grandiosos e complexos que somente podem ser equacionados por meio de sólidas parcerias institucionais entre os protagonistas mais relevantes neste enredo.
