Negócios internacionais da Vale

É preciso tirar o chapéu para a competência política de Roger Agnelli, presidente da Companhia Vale do Rio Doce, que está brindando o povo brasileiro com seu show de publicidade em todos os veículos da mídia, desde os de cobertura nacional até os de alcance regional.Propaganda muito bem produzida nas televisões e rádios e quatro páginas inteiras nos jornais e revistas, dispêndio de R$ 50 milhões para fixar o novo logotipo, e o anúncio de que passa a chamar-se apenas Vale.O gasto é exagerado para uma companhia que praticamente só comercializa internamente minério de ferro. Mas o representante do Banco Bradesco (Bradespar) na presidência da Vale não prega prego sem estopa, principalmente após plebiscito organizado por movimentos sociais (CUT e outros) com apoio de segmentos da igreja católica aprovando a nulidade da privatização efetuada em 6 de maio de 1997 por míseros R$ 3,3 bilhões (geólogos da CPRM avaliavam o seu patrimônio em mais de R$ 1 trilhão) no governo Fernando Henrique Cardoso, ex-militante socialista, filho de general nacionalista do Exército, que se converteu ao neoliberalismo ao empossar-se na Presidência da República.Não satisfeito em privatizar, FHC vendeu em 2001, na Bolsa de Nova York, 31,17% do capital votante ainda de propriedade da União, na empresa fundada pelo estadista Getúlio Vargas em 1942, após nacionalizar a estrangeira Itabira Iron, que estava montada nas jazidas de minério de ferro sem nada extrair e exportar.Com esses 31,17% de ações ordinárias da Vale, o governo federal tinha o direito de nomear dois membros no Conselho de Administração, com os quais poderia impedir a realização de negócios ruinosos ao país, como a compra em 2006 da canadense Inco por US$ 18 bilhões de dólares, afora a assunção de suas dívidas, fabulosos recursos que poderiam ter sido investidos no Brasil, onde a Vale é detentora de centenas de concessões de direito de lavra e mineração de portentosas reservas de minérios de níquel, ouro, cobre, zinco, bauxita, etc.Para essa famigerada operação, a Vale contraiu empréstimo de US$ 4,5 bilhões com os bancos Santander, Credit Suisse, ABN AMRO e UBS e o restante com pool de 33 bancos. A Inco em 2005 tinha tido lucro de US$ 836 milhões, insignificante em face do preço pago.A sabedoria política de Roger Agnelli, presidente da Vale, já se havia revelado nas eleições de 1996, em que a Vale através de suas subsidiárias foi a maior doadora para a campanha do Lula (R$ 4,5 milhões), utilizando-se da Caemi e da MBR e a segunda contribuinte de Geraldo Alckmin (R$ 3,2 milhões) via Caemi. A Vale não se descuidou do legislativo somando R$ 5,3 milhões de contribuições, ajudando a eleger 54 deputados federais. Os dados são do jornal Valor de 29/11 de 2006, baseados no TSE.Com esses generosos aportes financeiros aos candidatos ao Executivo e ao legislativo, e mais a dispendiosa campanha publicitária, a blindagem da Vale está garantida e ela pode ?internacionalizar-se? à vontade, já espalhada por 40 países dos cinco continentes, aumentando seu endividamento que era de US$ 5,9 bilhões para US$ 24 bilhões com a aquisição da Inco.Os atuais donos da Vale receberam de mão beijada uma empresa lucrativa, com formidáveis ativos formados pelo ?sangue, suor e lágrimas? do povo brasileiro, que construiu em 55 anos (de 1942 a 1997) um complexo logístico da mina ao porto, e desenvolveu a maior e melhor província mineral do mundo, a Serra de Carajás. Em função da compra da INCO, o valor dos ativos da Vale no Brasil que era de 98% caiu para 60%.Dádiva maior veio nos anos seguintes à privatização com a valorização do minério de ferro em mais de 500% provocada pela espetacular expansão econômica da China. Com isso engordaram os lucros da Vale e de seus privilegiados acionistas, inclusive os norte-americanos e outros súditos estrangeiros que hoje detêm 41% das ações da nossa antiga ?Jóia da Coroa?.Com a compra da canadense Inco, o Brasil tornou-se o 2.º país emergente, que mais investiu no exterior em 2006 e 2007. A Gerdau é feroz compradora de fábricas, e disputa a liderança na produção de aço nos EUA; a Votorantim se espraia na produção de cimento, mas estas são de capitais privados e investem o que ganharam. Mas a Vale é o que é pelo sacrifício dos brasileiros durante mais de 5 décadas, e deveria ter o compromisso moral de investir 100% no Brasil. A conversa da conveniência de diversificar é balela, pois o Brasil, a Austrália e a África do Sul detém o oligopólio da extração de minério de ferro no universo, e as reservas do Brasil permitem exploração por 400 anos.Em 2008, a Vale programou investir no estrangeiro nos próximos cinco anos US$ 13,75 bilhões de um total de US$ 59 bilhões, o que é demasiado pois se trata de dinheiro gerado aqui que vai para fora. Os lucros da Vale-Inco e de outros investimentos no exterior devem ser repatriados ao Brasil a fim de recuperar o capital investido.Embora se deva reconhecer que a Vale privatizada é um sucesso empresarial e que a absorção da Inco foi bom negócio, seus deveres para com a sociedade e a nossa economia deveriam prevalecer sobre quaisquer outros interesses.Está na hora do Banco Central dinamizar um Departamento Especial para acompanhar e fiscalizar as remessas de lucros e dividendos do exterior para o Brasil, resultantes de nossos investimentos externos.Léo de Almeida Neves é integrante daAcademia Paranaense de Letras, ex-deputado federale ex-diretor do Banco do Brasil
