MINERAÇÃO: Brasil é líder mundial em carga tributária, diz E&Y

SÃO PAULO, 26 de setembro de 2007 – Um estudo inédito da consultoria internacional Ernst & Young (E&Y) aponta que o Brasil apresenta a maior carga tributária do mundo sobre o preço dos minérios, entre 21 países pesquisados. A carga tributária brasileira lidera o ranking nos segmentos de caulim, cobre, fosfato, minério de ferro, níquel, ouro, potássio e zinco e ocupa a posição de uma das três maiores do mundo nas áreas de bauxita, carvão mineral, manganês e rochas ornamentais. No setor de bauxita, o Brasil aparece em terceiro no ranking, atrás de China e Guiné. No segmento de carvão mineral, a carga tributária nacional perde apenas para a Indonésia. Na área de manganês, o País ocupa a segunda colocação, atrás da Índia, que também apresenta maior carga tributária do que o Brasil no segmento de rochas ornamentais. Para o presidente do Instituto Brasileiro de Mineração (Ibram), Paulo Camillo Penna, os números da Ernst & Young apenas comprovam que a tributação sobre o setor, no País, é “excessiva”. “O estudo revela que a carga é muito elevada, portanto, não se pode isolar a discussão sobre a Compensação Financeira pela Exploração de Recursos Minerais (CFEM) dos demais tributos pagos pelo setor”, afirma. No momento, um grupo de prefeitos de municípios mineradores e de outros representantes da classe política defendem um reajuste da CFEM, o que elevaria ainda mais a carga tributária sobre o setor. O estudo da Ernst & Young considerou dados relativos a empresas dos seguintes países: África do Sul, Argentina, Austrália, Brasil, Canadá, Cazaquistão, Chile, China, Estados Unidos, Guiné, Índia, Indonésia, Jamaica, Marrocos, México, Nova Caledônia, Peru, Polônia, Rússia, Ucrânia e Venezuela.
