Vale começa a pagar dívida a municípios

A Companhia Vale do Rio Doce concordou em pagar uma dívida de R$ 53 milhões que será rateada entre 18 municípios mineradores de Minas Gerais, o governo do Estado e a União. O pagamento, que foi creditado na segunda-feira nas contas das prefeituras, é parte do ressarcimento pelo desconto indevido do custo do frete interno no cálculo da Compensação Financeira pela Exploração Mineral (CFEM) no período de 2002 a 2007.Esses R$ 53 milhões correspondem ao valor que a Vale reconhece como incontestável e resolveu antecipar. A decisão, porém, não encerra o assunto. O Departamento Nacional de Produção Mineral (DNPM) calcula um valor muito maior para a dívida. De acordo com o departamento, os débitos devidos por três mineradoras – Vale, por sua controlada MBR e pela Samarco, que pertence à Vale e à BHP Billiton-, somam cerca de R$ 350 milhões.O valor pago pela Vale é relativo ao que reconhece como débitos próprios e também da MBR. A Samarco só deve se pronunciar no fim do mês se também antecipará o que considera incontestável na na cobrança do DNPM. Oliveira acredita que a Samarco seguirá a política da Vale, antecipando pelo menos R$ 20 milhões do valor que lhe é cobrado.”A decisão da Vale é um divisor de águas neste assunto porque demonstra uma nova postura da companhia, de diálogo com os municípios em vez de derrotas na Justiça”, comentou o presidente da Associação dos Municípios Mineradores de Minas Gerais (Amig) e prefeito de Itabirito, Waldir Salvador de Oliveira.O depósito da Vale foi feito no dia 31 de janeiro, em favor do DNPM, órgão responsável pelo repasses aos municípios, Estado e União. As prefeituras têm direito a 65% da CFEM. O Estado, 23%, e a União, 12%. O rateio entre os 18 municípios foi feito com base no volume de minério de ferro extraído. Itabira e Nova Lima foram os municípios beneficiados com maiores repasses.Itabirito recebeu R$ 4,5 milhões. Segundo o prefeito, o dinheiro vai cobrir as despesas com infra-estrutura para a instalação de uma unidade da Teksid, fundição de alumínio do grupo Fiat, e parte dos custos para a construção de uma escola técnica na cidade. “Se esse dinheiro da Vale não tivesse chegado, teríamos de tirar recursos de outro lugar.”O desconto indevido do frete interno no cálculo da CFEM vem sendo discutido na Justiça desde setembro de 2000. O Sinfer, representando as mineradoras, perdeu o último recurso no Superior Tribunal de Justiça em junho de 2007. A Vale levou seis meses para se decidir por um acordo amigável para antecipação do valor que considera de fato devido. A expectativa da Amig é de que a posição de conciliação da Vale prevaleça em outra demanda relativa à CFEM, uma ação que tramita desde março de 2006 e soma R$ 2,4 bilhões. A Vale deverá pedir auditoria nos cálculos do DNPM antes de uma decisão final sobre o ressarcimento do desconto indevido do frete interno. Ontem, a empresa mineradora não comentou a decisão de pagar parte do valor cobrado pelo departamento. Procurada, a assessoria de imprensa da Vale informou que não foi possível localizar porta-voz autorizado a comentar o assunto.
